I do most of my work inside of PlasmaCam. I don't know the workings of mach3. Is this the program that you draw in ? Do you draw any files in DXF format?

no...........i was just curious if i import a huge file.......instead of going through a whole resizing process

You cannot rescale in Mach. You have to go back to your graphics program and do it there.
