Looks like a machine torch but dont see a Power unit. Not too far away, but dont need any more projects right now.

That's an Avid CNC Pro4848. New cost around $12k. I've got two of them I use for cnc routing and they are great! This one appears to be missing the controller box and spindle drive box. I'm running one of mine using Centroid Acorn controller with CNC12 software. I purchased my spindle drive for this one separately along with the ATC spindle. For cnc plasma cutting this would not be needed.
