Wondering if anyone can help converting this harp into a DXF.

Here is an Inkscape trace of your photo exported as dxf. I used IrfanView to resample/resize your original image (to create more pixels/higher resolution) and Paint.net to increase the brightness/contrast in order to achieve a complete scan. Then Inkscape to trace and export dxf.
I notice that you have asked for help with creating dxf files from your images previously in some of your other posts. If you are interested in learning how I created your dxf files on your own using free programs, feel free to send me a PM and I will lead you step-by-step thru the process.
I assume you are planning to do a layered piece, otherwise some of the pieces will fall out when cut.

It can be any size you want. Just scale to the size you need.

AS David is pointing out some drawings can take a few program to message the image to get the result you need for a DXF that can be cut. As he suggests with some complex drawing things work out better by breaking up the image and making it a layered finished project. After you see it done it becomes easier to understand and then completing the work on your own is easier. This sometime makes a big difference and it turns out better.
