The g-code is put out by Sheetcam, so if you are having to edit the g-code in Mach3 to change the cut speed, it sounds like the Sheetcam Post Processor is where the problem is. You could look at the G-code file as it comes out of Sheetcam with a text editor and see what it looks like there just to verify my hypothesis
.
Without knowing what your Post processor or equipment is, that's the best I can come up with.

Do you refresh the operation after you change the tool?

If you changed the feed in your tool definition you need to use the 'update operations' button to apply it. If you are just tweaking the value for a specific job you are better off changing the feed directly in the operataion.

I have this same issue, when I set a variable or even make a merged tool path with two different feed rates. I have never seen Mach 4 respect those settings. I have brought it up before to my Table Support Tech but I could tell he didn't believe me. It does write it in Gcode but somehow it doesn't make it to the Gcode when loaded into Mach. I have verified this happens weather I'm using Sheetcam or Vectric 2D pro. Therefore I'm guessing it must be a setting in Mach or both Post Processors have an error. Any ideas ??

If you look at your G-code in the first few line you will see G20 (inch) or G21 (metric)
