I did some screen shots. However I am not as good as others posting here. I am assuming 4.5" on center with .500 holes. I drew the circle. Note I have the table dimension saved 48x96 hence you see the rectangle.

The Circle Gets the Square.
With snapping on you can just drag the square in the circle and it will display "Bounding box midpoint to Bounding box midpoint"
Or you can use align and distribute by selecting them both with the circle selection being the last one to center on. Then just click center on vertical axis and center on horizontal axis.

Now draw the .500 hole/circle. I draw one then right click and duplicate till I have 4 total.

Drag each circle to the each corner of the square. If your snapping is on you will see "Bounding box midpoint to bounding box corner" and the red x in the center. Unclick the mouse. Do this for each corner with the circles.
