Here are some screen shot I created showing the steps I would follow to accomplish Frankie's goal.
You can either manually edit with Design Edge (the long way to do it) or import your file to Inkscape, set your stroke width, and then "Path, Stroke to Path". Then save as dxf R14, import to Design Edge, and do your clean-up. If you go the Inkscape route, I would recommend not setting your stroke width to anything greater than about 1/8".
Your result should look something like this.
