Carriage springs

I was wondering if anyone has ordered a new carriage spring from Plasmacam. I ordered a carriage spring for $4.00 and when I had the time to open the box it came in I looked at the bill and it was $25.71 . I called Plasmacam to see why I was charged $21.71 for shipping a spring that weighs less than an ounce and the guy laughed and told me that is what UPS charges. Has anyone else run into this problem??? It sure seems to be excessive to charge that much for shipping a small spring to a brand new customer or anyone else.

If it came from PlasmaCam it should have been $998.
