Arbor image cutting shop/wecim

I have an older version of arbor image cutting shop v 2.0 and wecim 20.
The problem I'm having is every once in a while I cant open a file, program opens but no image.
I can open and see image in autocad and I've even re saved as 2000 autocad but still cant open in either wecim or cutting shop.

The file below is an example of one I cant open.

Any ideas? Like I said it has happened maybe 3 times so far.

I have Cutting Shop vs 3.0 and I get that same thing once in a while, mostly with files from here.
I couldn't open that one in CS, nothing there. I have an old version of pcam and imported it there, then exported as a DXF. Then CS did open it, but it was more than a 3 MB file with about a million nodes and many overlapping lines.
Uncleaved and deleted a bunch, then optimized and got this. I may have lost detail in areas like the tires, didn't zoom on the original to check.

My version does not like to read splines at all, sometimes, lines that are not touching or overlapping will cause it not to read well.
